We used to have a plugin that displayed messages in chat advertising various things. I think it would be beneficial if there was one letting people know about our forums since it seems like there are only a few people that post on here regularly. I realize it can be a bit annoying getting messages in chat over and over but it can appear just after around every 20 minutes? something not too intrusive.

I'd think that there would have to be something of worth for someone to come to the board. Example: MOTD stating that there is an event (like the monthly contest) going on, so please visit the board.

People may not be so inclined to come post, if they can just go minecraft and have a quick conversation there.
